When you first enter the level, you'll find that the candy is swinging from left to right. This is important to ensure that the candy has enough momentum to swing all the way around to get to the bubble. If you wait too long, you'll find the candy will have lost its momentum and it won't be able to swing to the bubble.
The good news is, as written in the level, you can restart the level to try again if you missed the right time.
