When they say you need to be fast, they aren't kidding.
If you cut the two ropes in Step 2 a little too late, the candy will not reach Om Nom. But don't worry, you can restart the level if you miss it.

In this level, you find that just because the candy hits a bubble, it doesn't float right away. If it's falling, its momentum will cause it to continue falling a little more before the bubble's floatation takes over.

This level looks complicated, but it's not. As long as you cut the ropes in the right order, the candy won't hit the spikes, and Om Nom gets his candy.
